For the sake of the uniformity of the remedies procedures, a general council including the public procurement commissioners shall operate within the framework of the Public Procurement Arbitration Board. If the proceeding panel of the Public Procurement Arbitration Board has made a decision on a matter of principle, it shall be bound to present its decision to the President of the Arbitration Board. The President of the Arbitration Board presents the decision concerning the matter of principle to the general council. If the general council establishes that the decision or any element of it is considered as a matter of principle, it publishes a guideline on the decision or on a given element of it.

Edit jogos észrevétele nyomán alkalmas hivatkozást is találtam a "kollégium" ilyen vonatkozású angol verziójára:
"Unified application of law within the PPAB*
• for the sake of the uniformity of the remedies procedures, a general council (a college) including the public procurement commissioners operates within the framework of the PPAB
• if the proceeding panel of the PPAB has made a decision on a matter of principle, it has to present its decision to the President of PPAB
• the President presents the decision concerning the matter of principle to the general council
• if the general council establishes that the decision or any element of it is considered as a matter of principle, it publishes a guideline on the decision or on a given element of it."

Igazából csak dominószerűen tudom összerakni a teljes kifejezést, és nem látok megfelelő fordításokat még egyes részekre sem. Az nagyjából érthető, hogy mi az összkollégiumi állásfoglalás (http://www.mhkt.hu/cikkek/allasfoglalas.html), de nincs fordítása. Nehéz egyértelműen meghatározni az ott emlegetett Közbeszerzési Döntőbíróságot, csak Közb. Bizottságnak vannak különböző változatai angolul (http://www.linguee.hu/magyar-angol/search?source=auto&query=... Ehhez még a döntőbíróság fordítása kéne, de vajon a tribunal megfelelő-e, abban nem vagyok biztos. Példa van rá, pl. itt: http://uk.practicallaw.com/8-521-5162 (a 2. pont alatt említik). Talán megfogalmazhatónak látom azt a végső megoldást, hogy 'collective resolution of the tribunal of the public procurement commissions' - ebbe illeszthetőnek javaslom az első választ, de csak bizonytalan vélemény. A második rövidebb, de vajon kifejezi-e az "összkollégiumi"-t, ebben nem vagyok biztos.

sztem, a division az egyes bizottságoknak jó, de itt a kollektív, együttes, felettes szerv miért lenne division, azt nem tudom.
