halo disc
刹is the top part of a pagoda. It is a miniature stupa (Indian/Tibetan style Buddhist monument). The structure of 刹 contains three parts: the base, the body, and the top. 圆光 is a disc at the base of the top part. I would render it "halo disc". :-)
There is a schematic of 刹 in a book called 中国古塔 by 张斌远 and 夏志峰. Page 51.

ring of light
Is it a kind of visual effect formed by the light reflected from dome-shaped metal monument?
As in this mythical portrait

: 圆光 can either be a ring, disc, or sphere. Lai An, you should check the exact shape of on the Wu Wei Kumarajiva Pagoda if you can. BTW, "halo" is normally the word for the luminous ring/sphere of light around sacred religious objects.

Thanks, rushidao. I suppose it's either visual effect or imagined ring of light. From the photo I checked,http://www.hanminzu.com/bbs/UPLOADFILE/2004-12/2004121322211... it seems to be a **ring** with a pole running through its middle part.
