The above phrase comes from an Ecuadorian high school report card.

I don't disagree with Robert's suggestion, but I think it's way too formal for a school report card - it sounds like a legal document. I would just say "signed by the principal and secretary", and perhaps put a translator's note explaining why. I won't put this as an answer because I know some people don't like such minimalist solutions, but I just thought I'd mention it.
