By the late Roman period there were three main organizational
bodies that ran throughout the Empire: the imperial administration,
the army and the system of local town councils. The army reached its
maximum strength around 200 ce, when it stood at 440,000 strong. It had
a well-established bureaucracy, with clerks preparing morning reports
of a unit’s strength, that day’s departures and arrivals, the watchword
and the names of the soldiers assigned the honour of guarding the unit’s
standard. They also produced tabular duty rosters, night watch orders,
written confirmations of orders, prepared financial reports and ordered
up supplies, and there were also documents associated with longer-term
planning.
