This document comes from France. It is a document outlining the benefits to which employees are entititled as the business where they have been working is going to be relocated and closed in the current locale.
One of the offerings is for employees to start a new business or resume a former business and grants are given to help in this process. These are called "projects", and this term is used in describing what the criteria is to obtain a grant for this purpose.
I would imagine there is an equivalent term in use in English for this French term, but I cannot find it. I understand its meaning, but don't want to literally translate it if there is a standard English form for this concept.

12.3.1 Prime à la création
En plus des éventuelles aides allouées par l'Etat ou les collectivités locales, la Société s'engage à fournir un soutien financier par la dotation d'une prime à la création ou la reprise d'entreprise d'un montant de 10 000 euros par projet de création ou de reprise, dans la limite d'un montant global de 100 000 euros pour l'ensemble des Salariés.
Le plafond individuel par projet pourra être majoré, au cas par cas, dans la limite de 20 000 euros, dans l'hypothèse où plusieurs Salariés viennent à créer ou reprendre ensemble une entreprise ou pour tout créateur répondant à un critère de public fragilisé.

: They're not necessarily socially disadvantaged, but they have the potential to be - for example if they can't find new jobs.

vulnerable strata of the population
so people setting up firms who themselves are or who target those who are vulnerable get special benefits.
By "vulnerable" they mean those most likely to suffer from relocation or loss of jobs - the chronic unemployable/older people/those with few qualifications etc.

I think it is about this particular piece of legislation and the criteria are set locally by the Préfet.
"Le Contrat Unique d’Insertion (CUI) est déployé depuis le 1er janvier 2010. Il remplace l’ensemble des contrats aidés mis en œuvre en 2005 dans le cadre du Plan de Cohésion Sociale – le Contrat d’avenir, le Contrat d’Accompagnement dans l’Emploi, le Contrat Initiative Emploi et le Contrat d’Insertion RMA .

Sorry for the error above, the criteria (as explained in the reference) are set nationally and the Préfet just sets the amount paid and the period.
