@ Radovan I still think that all files in criminal proceedings, be it investigation file, prosecution file or litigation file, are (criminal) case files. The source text reads "trestný spis" rather than "vyšetrovací spis", even though from further context it's obvious it's the latter. My two cents.

You got it right, only it is not a criminal case, but criminal investigation (smile). it change sinto a case, when they decide to prosecute, which didn't happen.

Well, the previous sentence states that in the end, the case was shelved again in accordance to Article 159a paragraph 1 of the Penal Code for reasons that no suspicion of criminal activity was found.

This is followed by a reference to something that had happened earlier:
Již 6. 11. 2008 dozorová státní zástupkyně písemně navrhovala policejnímu orgánu odložení věci dle ustanovení § 159a odst. 1 trestního řádu s tím, že toto meritorní rozhodnutí urgovala při každé prověrce trestního spisu.

So far I've got:
On 6 November 2008, the supervising state attorney had already made a written suggestion to the police authority to shelve the case according to provisions of Article 159a paragraph 1 of the Penal Code with a remark that she had pressed such a decision based on the merits of each inspection of the criminal case file.

So it is not a real trestni spis, into which it morphs when you start the prosecution, but vysetrovaci spis, which was odlozen pro nedostatek dukazu. More info you provide, better results you will get. Without the full deck to play with it is like guessing game.

re. It depends Yes, this is just during the investigation. The supervisory state attorney has looked at 'it' and decided that there isn't enough evidence to continue the investigation.

It depends (smile) Mam pocit ze preklad zavisi na tom, ve kterem stadiu ten trestni spis je, pokud je to jenom pri vysetrovani, je to neoc jineho, nez kdyz uz je to predano soudun, vic podrobnosti by pomohlo a taky cilova zeme, protoze pravni systemy se lisi a tohle je jeden z pripadu, kde to je jine v ruznych zemich a v ruznem stadiuu vysetrovani

Maybe, if it's obvious from the text that it's about a criminal offence, "case file" could do.
