See explanations from the others below. If it's an "Amt" it can't be the person. An Amt is an office or an institution, where the person works. So your text should read to make contact with the office of the woiwod/voivod.

It's not a person, but an institution, not quite sure what it does. It's not really a German word. Have a look in Google under "woiwodschaftsamt".

yes - see below

according to the DUDEN Fremdwörterbuch, the Woiwod (or Woiwode) is indeed the highest civil servant of a Polish province, and the Woiwodschaft is his/her administrative district.
Please also note the spelling: it's usually Woiwodschaftsamt, i.e. no "e" after the "i"
