yes - see below
according to the DUDEN Fremdwörterbuch, the Woiwod (or Woiwode) is indeed the highest civil servant of a Polish province, and the Woiwodschaft is his/her administrative district.
Please also note the spelling: it's usually Woiwodschaftsamt, i.e. no "e" after the "i"

It's not a person, but an institution, not quite sure what it does. It's not really a German word. Have a look in Google under "woiwodschaftsamt".
