Possible Scam in a Proz job offer

Hello, I have just received this email (which is very similar to a previous scam that I received a couple of months ago). Since the job offer was published in Proz, maybe some of you applied for this project. Have a look at the email and tell me your impressions:

I took out the weekend to verified the right translator for this project and have come to knowledge of the perfect translator for it but before proceeding to the job here is little about me. I am a disable private businesswoman, looking for a translator to work on the pair stated for the new business in France.I have checked your CV and i am pleased to tell you that i have chosen you to work on the project for we are in-between a new business that will require us to write out in French/Spanish. I attached a sample of the work tittles project, just want you to have understanding of what we are about to do together.

Private investor Fluortek Inc, i work on short time business still working on strong capital but we all start somewhere.

My address is (...)

Now i guess you have an idea of the woman you about to start work with, attached is a sample. The delivery date is negotiable but must be before Nov 22, 2010.

The total number of the words are ... 29983 words so to convert from English to french/Spanish, the project is not as big for the time range given, that is because i plan ahead of time.

++ Kindly state out your mother tongue and if you have qualification to translate both.
++ Your best price should be restated and total calculation.
++ categorically state your city and country of residence?
++ Your Method of payment?

Is there any form to stop this people from posting jobs?

I don't think I will replys to the mail, sounds like a scam and not really serious?

What do they get out of this?
Is there nothing that can be done to stop these scams?

I have received exactly the same e-mail this morning. I would have answered to her but wanted to check if there was some information available, since the writing and misspelling made me mistrust the e-mail. I am so glad to have checked it!

I think I am going to put pressure on her, just to see what she is capable of handling.

Although from the start it might not look as a scam, it is since she didn't use my name. Now, I looked at the Translators Cafe site and she seems to be registered there. She should respond to these scams concerns, tho.

In your return email, please be inform that my client as choose method of payment for me to go with although i tried to persuade her that translators receive payment via PayPal but unfortunately she do not have that because it has nothing to do with her business so i guess it will be nice to inform you.
