I've seen and heard this plenty of times, but I don't have a precise meaning for it, and I can't find it in my reference books.

Oh, quel rêve ! « Maman, viens me chercher.» Ça y est, je pleure. C’est mon secret.

Regardless of where the book was published, looking at all your questions, I am quite sure it is "Quebec French"

hmmm, a mystery....... published in Paris in 2003 ........ but where does the story take place...... well this is an extremely hot summer.... nettle grows, also plantains.... there is a marsh with moorhens and ducks....they read Tintin all the time..... probably an architect could look at the illustration of the country home and know immediately if it was Canada or France (sorry, I'm not going to scan it....) What do you think?

there is no one precise meaning. it always depends a bit on how it's used. :-)

"here you are" or "I did it"

It is used when you've just done something ("Ca y est, c'est fait!)or when you've just obtained something. ("Ca y est, j'ai gagne")

Depending on the context, it means: "here you are" or "I did it".

Hope this helps.... it really does depend on the tone of voice used exactly what is meant... but "That's it" more or less gets it
