From 1934 there is http://www.btb.gc.ca/ a Translation Bureau under Canadian Government :

The Translation Bureau (TB) is one of the leading translation organizations in the world and the largest employer of language professionals in Canada. Since its founding in 1934, the TB has become the federal government centre of expertise in translation and linguistic services. In addition to having been a service provider for more than 75 years, the TB plays a lead role in terminology standardization within the Government of Canada, standardizing the vocabulary used in various areas of government activity. In addition, the TB is the exclusive supplier of translation, revision and interpretation services for Parliament.

In British Columbia there is PLS (Provincial Language Service) - the organization under BC Government (Health Ministry) umbrella, they provide translation and interpretaion services for over 180 languages, including the official languages of Canada.

I am not talking about STIBC http://www.stibc.org/ who exists in the Province of BC from 1981 and provide language services as well.

This press release is meant to tell us that the (Federal, i.e. pancanadian) Official Language Act a useless thing, just causing more problems and delays in the communication between the national agencies and the citizen; this point of view will probably be shared by most of the people of the province of British Columbia where French is spoken by a very small minority, very far behind Hindi, Japanese and Chinese.

This press release is meant to tell us that the (Federal, i.e. pancanadian) Official Language Act a useless thing, just causing more problems and delays in the communication between the national agencies and the citizen; this point of view will probably be shared by most of the people of the province of British Columbia where French is spoken by a very small minority, very far behind Hindi, Japanese and Chinese.

However in this case somebody probably "forgot" to have the text translated while all the other steps were being taken in view of its release, reflecting a certain "laissez-faire" (excuse the French) in whatever is related to official bilingualism; we have seen this type of behavior often enough in federal agencies. If somebody missed a step in the process, let's not blame one of the laws that keep the country together.

If it doesn't want to use the (Federal) Translation Bureau's services, the so-well informed RCMP should know about the existence of the Society of Translators and Interpreters of British-Columbia, who coincidently have just released their directory http://www.stibc.org/page/what's%20new/ezlist_item_ad736219-ecfa-425c-bab0-6e282e431654.aspx. Translators of other Canadian jurisdictions are happy to offer their services too!
