@Nikki Yes, it certainly qualifies "établissements", but that doesn't resolve the ambiguity as the "établissements" might have approved status with the students social security regime, or they might approved to offer programs of studies.

Yes, I too have difficulty with this one. I think "régime des étudiants" needs to be read as a whole with "établissements agréés au régime des étudiants". It appears to be qualifying the "établissement" in some way.

Further context required As re-ibr's new references show, this "régime" might be a student social security regime, rather than a programme of studies. I think the text you have posted is ambiguous, but there may be further context elsewhere in your document.

I am inclined to say this is a program of studies and not a "regime"

For me, "établissements agréés" refers to "Service d’exploitation de la formation aéronautique". Could you please share what you understood?
