This refers to the services carried out by a water company. The standard translation for "hoheitlich" is "sovreign" but I can't see how that fits here. Any ideas?

Although I basically agree with John, considering the context, "sovereign" may be too high-falootin', especially in light of the fact that the administration of water rights is usually a municipal and not a federal task and thus only indirectly delegated on the basis of the country's authority as a sovereigen state (i.e. the municipal authority is delegated responsibility for water rights by virtue of the division of responsibilities defined in the constitution or similar legislation).

: As your definition makes clear, easement is about rights to land belonging to another. This is about tasks performed by a utility company.
