Note: I tried to remember the dedicated term for earthing and short-circuiting procedure I was familiar with during my activity with the German railway and railway engineering offices. Even I searched the internet, no other term was found.
"The greatest challenge in this project was finding a solution for safely and feasibly earthing and short-circuiting the traction current supply lines," reports Jürgen Finsinger, PFISTERER Product Manager for Safety Equipment, "because the usual procedure with standard equipment could not be used in this tunnel." In classic earthing and short-circuiting of open-air railway lines, earthing equipment would be connected so that a train would break it away as it passed (page 6, lower left image). Therefore, in this configuration, the train operation would be regulated according to sections of track.
A mounting bracket and torque-controlled mounting head for the earthing rod make the earthing equipment easy to handle. These features work together ideally during installation: First, the return conductor clamp is put on the earthing rod to hoist and suspend the return conductor. To allow the clamps to withstand the enormous dynamic forces if a short circuit occurs, they are screwed down to the line reliably by means of the earthing rod.
Once a specific torque is reached, the mounting head releases the return conductor clamp, which is now attached optimally, and only after this happens can the installer remove the earthing rod from the clamp.

I don't know if this term is used in railways, neither od I know exactly what 'perchage' describes: it might be the action of using a long pole to disconnect the isolator; or more genarlly, the principle of isolating a section of catenary, which is certainly akin to the notion of 'sectionnement' in standard electrical terminology.

They could, of course, also be EARTHING poles, so that once the power has been isolated elsewhere, the section of circuit is earthed at both ends, so you can be SURE the power won't come back on!

OK, so Didier's very helpful refs. do indeed confirm that this is referring to the use of 'disconnect sticks' to operate the circuit-breakers that will thus isolate a section of line from the power supply; the particular feature of this railway usage seems to be that these insulated operating poles are the left in place as a clear indicator that the circuit has indeed been disconnected.

I HAVE come across 'sectioning' in electrical in EN, but I remain always very wary of this; naturally, one may well be talking about 'isolating power from one section of a system' (particularly applicable when that system is in some sense linear).
But I stand by my original comments: as described in Didier's exactly on-context ref., this is about using poles to operate high-level disconnectors; there is no mention either in the source text or in the reference given about the specific use of earthing poles, which is a different part of the same procedure.

Pourtant les risques et les accidents existe pour les professionnels comme pour les agents non spécialiste, la preuve :
Années 90, au lieu dit « la Sablière » PK 234 à la sortie faisceau VB-V1, un interrupteur caténaire fond suite à une erreur d’un Surveillant de Tx Voie chargé de Percher.

Voilà un exemple de dérive de la sous-traitance qui a vu l'emergence de petites entreprises se spécialisant du jour au lendemain dans la maintenance ferroviaire et dans cette exemple précis bossant avec du matériel non homologué ou défectueux, car avec une perche conforme jamais le courant n'aurait pu être remis.
