However, perhaps "budgetary negotiations" or "budget negotiations" would be more appropriate here? As with the phrase "navette diplomatique," there is an implication of going back and forth on an issue, and I think "negotiation" might encompass that meaning.

I might change "participation" to a verb, to make the structure more parallel:
"Actively contribute to the preparation [drawing up/drafting/development] of budgets, participate in budget negotiations"
