Source text - English The Governing Board of Hayward Unified School District expects students to progress through each grade within one year. Students shall progress through the grade levels by demonstrating growth in learning and meeting grade-level expectations as identified by the California Content Standards. To accomplish this goal, instruction should accommodate the variety of ways that children learn and include strategies for addressing academic deficiencies when needed.
The Board realizes that many factors must be carefully weighed when attempting to determine whether or not a student will benefit from retention.
Kindergarten
Students five years old or older who have completed one year of kindergarten shall be admitted into first grade unless the parent/guardian and the Superintendent or designee agree that the student shall continue in kindergarten for not more than one additional school year (Education Code 48011). Parents who agree to the retention of their Kindergarten child must complete and sign the HUSD Agreement for Pupil to Continue in Kindergarten Form (Education Code 46300 and 48011).
1st thru 8th Grade
Students shall progress through the grade levels by demonstrating growth in learning and meeting grade-level expectations as identified by the California Content and Performance Standards for grades 2-8. Promotion shall be based on assessment results on the state’s standardized testing and reporting program, site and district assessments, and grades.
As early as possible in the school year, the Superintendent or designee shall identify students who are at risk in accordance with the law, Board policy, administrative regulation and the following criteria:

When a student in grade 1 through 8 is retained or recommended for retention, the Superintendent or designee shall offer programs of direct, systematic, and intensive supplemental instruction in accordance with Education Code 37252.5
Translation - Spanish La expectativa de la Mesa Directiva gobernante del Distrito Escolar Unificado de Hayward es que los alumnos pasen al siguiente grado en un año. Los alumnos avanzarán de nivel de grado demostrando crecimiento y aprendizaje y cumpliendo con las expectativas de nivel de grado identificadas en las normas de contenido académico de California. Con el fin de lograr este objetivo, la enseñanza se adaptará a los diferentes estilos de aprendizaje de los niños y cuando sea necesario, incluirá estrategias para atender las deficiencias académicas.
La Mesa Directiva Escolar entiende que se deben tomar en cuenta muchos factores al momento de intentar determinar si un alumno se beneficiará o no de una retención escolar.
Jardín de niños
Los alumnos de cinco años de edad o más que han terminado un año de jardín de niños/kinder serán admitidos al primer grado a menos de que el padre de familia/tutor y el Superintendente o su representante estén de acuerdo en que el alumno siga en kinder por un máximo de un año adicional (Código de Educación 48011). Los padres de familia que estén de acuerdo en que su hijo repita el kinder deben llenar y firmar el formulario de acuerdo en que un alumno continúe en kinder de HUSD (Código de Educación 46300 y 48011).
Primero a octavo grado
Los alumnos avanzarán de nivel de grado demostrando crecimiento y aprendizaje y cumpliendo con las expectativas de nivel de grado identificadas en las normas de contenido y rendimiento académico de California para segundo a octavo grado. La promoción se basará en los resultados de evaluación de las pruebas estandarizadas e informe de programa estatal, evaluaciones escolares y distritales y calificaciones.
A la brevedad posible durante el año escolar, el Superintendente o representante identificará a los alumnos que están en una situación de riesgo según lo estipulado por la ley, la política de la Mesa Directiva Escolar, el reglamento administrativo y los siguientes criterios:
