Bahía de Algeciras

Here's an interesting one. The typical translation of this is the Bay of Gibraltar, but it's come up in a press release concerning the various port authorities of Spain, one of which is the "Autoridad Portuaria de Bahía de Algeciras". I was going to translate the names directly into English (e.g. Valencia Port Authority) without putting a translation in brackets, etc., because of the nature of the text, but this is a tricky one because of the added political connotations. The port authorities are essentially an arm of the Spanish government. What do you think?
Don't translate it, it's a proper name (uninformative);
Put a translation in brackets after the Spanish name (cumbersome and several other port authorities from other countries are mentioned in Spanish eg Marsella, so I would have to use their original names as well, which I don't have);
Bay of Algeciras Port Authority (wrong?);
Bay of Gibraltar Port Authority (controversial/wrong?)

Sense and reference. Good example of how they aren't the same thing.

Possibly. Probably. But then if the client just happens to be someone who hums "Gibraltar español" to themselves before they go to sleep, they might not appreciate "Bay of Gibraltar". Maybe I've had too much coffee today.

I think you're making things more complicated than they need be - you could say Bay of Algeciras or Bay of Gibraltar, and you won't start an international incident if you choose the latter :)
