Context is "studi di settore" as expalined in the reference entries (thanks luskie!). If you know what that is then you know what "congruo" means. I am now inclined to translate it as "corresponding/non-corresponding to Business Category Models", i.e. standards.

Interpretation only.

It seems to me they want to designate workers who are 'skilled' or 'unskilled' in the job sector concerned.

I would have suggested 'matching and unmatching' - but you'd have to add something like 'matching and unmatching the specific job skills required' blah blah blah. Plus, it specifically adds 'studies' - and to me this intends formal training of one type or other.
