Yes,I think the author try to express the above but instead of using "process of dispersion X" construction, s/he used a shorter "dispersion X process".
The second construction is OK for simple noun. Both these forms are OK:
human nature = nature of human
But, when the noun gets complicated, e.g. it is itself a compound noun, the second construction can be confusing.
All in all, after the reconstruction above, I dont think it will sound gibberish or Euro-speak anymore to you. ;)
Maybe it can be further improved:
the process of transport dispersion into the whole territory!
