SPAIN. This is from a Spanish e-billing software guide. In the context, it refers to a shipping/despatch advice/note (DESADV), and "consejo" here looks like an erroneous back translation from English of "advice". In Google searches, it turns up in contexts where I would translate it as "Tips" when sending/shipping. So, basically, what I am wondering is whether there are any Spanish-speaking countries that would use "consejo de envío" instead of "aviso" (de expedición/envío), which is the term I would usually expect to see.
