IMHO these two terms don't quite match- did they appear together in the text?

SBS-Anlage: secondary fuel incinerator (usually)
Sekundärbrennstoffaufbereitungsanlage: secondary fuel processing plant. Processing rather than recycling (I feel the latter is a bit too specific).

RDF (refuse derived fuel) plant

As the concept of waste recycling to produce a 'secondary fuel' is reasonably new, various abbreviations are in use.
RDF seems to be the most widely accepted.

"Refuse derived fuels cover a wide range of waste materials which have ... a high calorific value. Waste derived fuels include residues from MSW (municipal solid waste) recycling, industrial/trade waste, sewage sludge, industrial hazardous waste, biomass waste, etc."

"The terms ‘Secondary Fuel’, ‘Substitute Fuel’ and ‘Substitute Liquid Fuel (SLF)’ are more commonly used in reference to industrial waste fractions such as tyres or solvents processed to achieve consistent quality compatible with particular process requirements."

As your text does not specify the type of waste being processed, I suggest you use the \'universal\' term RDF.
