@AllegroTrans, no there was no other context in the other bullet points which all dealt with other issues.

It could be a commercial or cost margin (although is there a profit to be made in this case?). Or, it could refer to a a type of leeway or flexibility with regard to available funds.

To asker They could be referring to "marge de crédit" [line of credit], bu it is hard to tell from the context.
