I don't think there's a single standard term for all of this, but then it's not a standard term in Spanish either; I can't find a single case of your complete phrase on the Internet. So we have to take the two parts separately.
"Calidades" means "specifications". "Calidades constructivas" is a very broad term indeed and covers just about everything, as the examples you give suggest. Look at this "Memoria de calidades constructivas", for example:
