I'm pretty sure of it. The concept of “constitución social” (incorporation here in USA) may have one or two shapes: a brief exposition of the incorporated entity (Articles of Incorporation) or a detailed summary of the corporation's functions, officers, etc. (bylaws).
The second element in the title (“escritura pública”) points to a local or regional legal mechanism (notarized articles of incorporation, perhaps?) that may or may not be required in American states (certainly not in Ohio, where I live and where I incorporated my practice).

Context would help. Depends on the type of business organization the company is changing to, i.e. becoming incorporated, entering a partnership agreement, etc. In the case of the latter, Notarial Partnership Agreement would work.
Escritura Pública de Constitución Social is wordier version of Escritura Social / Constitutivo. Constitución Social is the same as Constitución de la Sociedad.

Estatuto: the name and duration clause suggests this is the (BrE) Memorandum of Association that is normally the one subscribed by the company promoters alias founders.
