in contrast to the decrease in

phil's answer omits the "de variacion a"

the previously mentioned incrementation of 100 million euro is being contrasted with the decrease in the average market price with respect to the initial forecast

it's a contrasting statement between the increase/decrease

neutral philgoddard : It doesn't say anything about "in contrast to". Also, if you read my answer, you'll see that I haven't omitted "de variación a".

actually I've realized I was reading it as "en variacion a / la baja de" and I don't know why...apologies ;)
