Meaning all the documentation relating to a purchase. ie. when it is over a certain amount approval is required as well as several quotes etc. In this context the 'dossier d'achat' is all the paperwork relating to this process. I can't find a nice alternative in English.

This is suggested for conveying the exact meaning. I am also at a loss to put it more elegantly. 'Purchase dossier' is also proper English and could be a more elegant alternative. dossier coveys that it has all the required info.
