unable to launch freebugdet properly

Hi everyone! I've installed freebudget in a laptop and when trying to count a doc, a prompt warns me that it requires msword 97 or later + IE5, which I've got (WXP). I've tried disabling antiviruses and firewalls but it won't help, the Freebudget's in-built tip didn't either, and in the Internet didn´t find a solution. Sometimes but not always when launching freebudget, it tells me that wasn't able to find fbudget.ini. Can someone help get out of this pit? Thanks in advance
