Source text - English BILLS for pre-crisis buccaneering are still coming in. Deutsche Bank, Germany’s biggest lender, confirmed on September 15th that America’s Department of Justice (DoJ) had asked for $14 billion to settle possible claims connected with the underwriting and sale of residential mortgage-backed securities (RMBSs) between 2005 and 2007. The next day Deutsche’s share price, already reeling after a wretched year, plunged by 8%. It was groggier still after the weekend, closing on September 20th at a 30-year low (see chart). American banks have settled with the DoJ for amounts between $3.2 billion (Morgan Stanley) and $16.7 billion (Bank of America), as well as agreeing on smaller sums with the Federal Housing Finance Agency (FHFA), another regulator. Deutsche, which settled with the FHFA for $1.9 billion in 2013, insists that it will not pay anything near to what the DoJ has asked for, and it surely won’t. Citigroup, which reached an RMBS deal with the department in 2014, reportedly haggled its way from $12 billion to $7 billion.

Source text - English Ryan Avent is right to warn that we may be heading towards a world without work (Journal, 19 September). Unfortunately, mainstream economists are not listening. Indeed, in the past, automation has not caused lasting unemployment. Instead, it has made products and services cheaper, which raises demand for them and other products, and eventually creates new jobs. But past rounds of automation replaced human and animal muscle power. That was fine for the humans, who could go on to jobs that were often more interesting and less dangerous, using their cognitive faculties instead of just muscle power. It didn’t work out so well for the horse. Now the machines are replicating and even improving on our cognitive abilities. Self-driving cars are just the start. Maybe we will evolve an economy of what Silicon Valley types call “radical abundance”, where machines do all the boring jobs and humans concentrate on having fun. Or maybe there will be a more dystopian outcome.
One thing is sure: technological unemployment is not impossible. We should be discussing it and working out how to handle it if it does happen. The Reverse Luddite fallacy could be dangerous for all of us.
Translation - Korean 라이언 아벤트(Ryan Avent)가 ‘노동이 필요 없는 시대가 올 것이다.’ (9월 19일, 저널) 라고 말한 것은 꽤 설득력 있어 보인다. 하지만 주류 경제학자들의 생각은 다르다. 사실 과거에도 자동화 기술 때문에 지속적인 실업이 발생하진 않았다. 오히려 제품과 서비스를 저렴하게 만들어서 수요를 증가시켰기 때문에 새로운 일자리를 창출하였다. 그러나 과거의 자동화 방식은 사람이든 동물이든 오직 육체 노동력만을 대체했다. 육체노동을 하지 않는 사람들은 보통 안전하고 육체노동보다 흥미로우며, 인지 능력을 바탕으로 한 일을 하였기 때문에, 육체노동의 대체 현상을 무리 없이 받아들였다. 물론 말을 이용한 직업은 더는 남아있지 않지만 말이다. 오늘날에는 기계가 사람의 인지 능력마저도 모방하며 심지어 이를 뛰어넘고 있다. 자율주행차는 시작에 불과하다. 어쩌면 실리콘 밸리에서 말하는 "극단적인 풍요" 형태의 경제가 나타나는 중일지도 모르겠다. 기계는 지루한 일을 도맡아서 하고 인간은 재미에만 치중하는 사회를 말한다. 아니면 반대로, 훨씬 더 암울한 디스토피아 사회가 기다리고 있을지도 모른다. 한 가지 확실한 것은 노동이 기계로 대체됨으로써 발생하는 기술적 실업은 충분히 가능하다는 것이다. 이런 일이 일어난다면 어떻게 대처해야 할지 충분히 생각하고 논의해봐야 한다. 기술이 인간을 대체할 것이라는 루다이트의 생각을 오류로만 취급하다가는 우리 모두에게 위험할 수 있다.
