If 'management' does not correspond to 'tjänsteman' in the term asked, what does 'tjänsteman' refer too? Your suggestion has 'management' in it!! You overuse the 'disagree function'

: This generality in 6 wds is both much broader than the meaning of the Swe and misses the point. This suggestion describes all large companies, and the Swe term refers to 'styrda' with a negative connotation. The issue is who is in 'control'.

The strictly legal relationship is that the ultimate control of every company lies with the shareholders. So technically, company managers have no 'control', they are supposed to simply be doing the bidding of the company shareholders (or following their instructions). Everyone who has translated an AR has done that statement. As my reference indicates, a common phenomenon is that shareholder control becomes so diffuse that company managers 'usurp' that ultimated control and steer the business as they want with no oversight. In the real world, this phenomenon is commonly described as 'manager/management control', as the asker seems to have determined (and as so eloquently seconded by Charles in his agree). The Swe term refers to that phenomenon as it has occurred in specific examples here in country.
As to who is better at running these companies, is another issue altogether, IMHO.
