Utmark(er) and 'utägor' are both described as motsats till inägor, yet these two terms are slightly different depending on what era you are in. Is your context now or before the mid/late 1800s?
I also se the NE definition that says inägor is a"samlingsbenämning på skogsmark och impediment (obrukbar mark) i motsats till inäga, dvs. åker, trädgård, tomtmark och äng." So they include meadows and fields in 'inägor.'
