As it seems to be the proper name of some scheme or other, you could consider leaving it untranslated. A cop-out, I know... Alternatively, it might be easiest to do it literally, for the sake of recognisability if nothing else. E.g. 'de investeringsregeling directe dienst'. Makes as little sense to the incognoscenti as the English does!
