Наталия, в задачи переводчика не входит установление соответствия между названиями профессий и квалификаций в разных странах. Это работа отдельных ведомств. Наша задача - дать четкий перевод. В данном случае я бы использовала дословный с примечанием.

It does not go about commonly accepted usage in many specific locations, just one.
The Asker is translating a diploma, issued in Russia by some Pedagogical University. And here the accuracy of wording is very important. I know for sure that the programs of such teachers training in the UK and in Russia and in the US are different. And in case of translating such documents, the translator must not seach for the term, most commonly used in the UK, or most politically correct, ignoring the meaning of the source term and consequently making a factual error.

You seem to be teaching birds to fly here I am sure we all know the difference between different kinds of special needs in children. This isn't about semantics or definitions. This is about commonly accepted usage at very specific locations, because that usage, by definition, is different. I know what it is where I live - and no amount of links to "pochitayte" will convince me otherwise. I have no idea what it is in the UK or Germany, for that matter, but then again, I am not trying to treat anyone here like they are clueless.

И не "learning disabilities" - хотя это наверное чаще употребляется, но к олигофрении никакого отношения не имеет. Leaning diisabilities имеют интеллектуально сохранные дети, но с дислексией, дисграфией, проблемами зрительного и слухового восприятия и прочими проблемами.

To continue from my "neutral" response below, in the US, all these subspecialties are generally referred to as special education teachers. There are, unfortunately, plenty of mentally handicapped teachers in our school system too, but that's a totally different discussion.

Только не Special educational needs teachers (SEN teachers) - это более широкий термин, сюда входят и сурдопедагоги и логопеды и учителя- психологи и олигофренопедагоги, конечно, тоже.

This is a verbose but accurate and politically correct version.
As to the term in practical usage in the UK, this would fall under a broader category of special educational needs teachers, or SEN teachers for short, which also covers other types of disability.

Learning disability is a somewhat different thing, I remember these students from my time as a teaching assistant at Berkeley. It usually has to do with attention problems, or emotional instability, or just the lack of proper TLC on the prof's side.
