El gráfico muestra el porcentaje de hogares que nunca (ni en el 2010 ni en el 2013) han pertenecido a algún programa de beneficios estatal, los hogares que salieron o dejaron de ser beneficiarios (en el 2010 alguien del hogar era beneficiario de algún programa y en el 2013 dejo de serlo), los hogares que entraron o empezaron a ser beneficiarios (en el 2010 nadie del hogar era beneficiario de algún programa pero sí en el 2013) y los hogares que continuaron siendo beneficiarios (alguien del hogar era beneficiario en de algún programa en el 2010 y también en el 2013). Estas clasificaciones se muestran diferenciadas según si alguien del hogar es miembro de alguna organización social en el 2013. Los programas sociales o gubernamentales son: zona rural: Familias en Acción, programas para el adulto mayor, SENA, Red Juntos-Unidos, ICBF, ayudas para desastres naturales, ayudas para desplazados, titulación de baldíos, programas de adjudicación de tierras, ley de víctimas y tierras, Agroingreso seguro o Desarrollo Rural con Equidad, Oportunidades Rurales, Familias Guardabosques, algún otro programa de desarrollo rural u otro programa. Zona urbana: Familias en Acción, programas para el adulto mayor, SENA, Red Juntos-Unidos, ICBF, ayudas para desastres naturales, ayudas para desplazados u otro programa. La muestra rural solo es representativa para las microrregiones atlántica media, cundiboyacense, eje cafetero y centro-oriente.

This is a strong possibility as the land is not been used or has not title assigned or is under use by someone that is not the owner or there is not known owner, are the conditions for assigning a land title. Now, a land which is not in use, not known owner can be considered as "wasteland", homesteading applies.

The principle of **homesteading** is that if no one is using or possessing property, the first person to claim it and use it consistently over a specified period owns the property. Squatter's rights embodies the idea that if one property owner neglects property and fails to use it, and a second person starts to tend and use the property, then after a certain period the first person's claim to the property is lost and ownership transfers to the second person, who is actually using the property.
