I cannot find a definition for "Pala" in a financial context in either the Kudoz glossaries or elsewhere online, and I'm under deadline. Any help would be appreciated.

: 'shovel' is a good option in this context - it's suitably informal (as is the Spanish 'pala') and generic (these things come in a wide variety of types, and we don't know precisely which kind it is without seeing 'Anexo B del Contrato').
