beyond charges

Explanation from my client: "In the freight industry they have what they call territory lanes across the country. Territory lanes cover the more populated areas and heavier traffic areas. In a case were shipment has to go out of these areas to a more remote region it’s deemed a beyond charge, as they are not in freight lanes."

UPS suggère "supplément pour zone de service éloignée" (Postes Canada maquille ça en "supplément pour carburant", mais ça ne s'applique pas ici). On trouve aussi "supplément pour éloignement" et "frais de zone éloignée". Cf.:

This would have been more obvious if "beyond normal (basic, usual) charges" had been mentioned. However, the context points this way.
