this is the definition of assignee in law: "One appointed to act for another; a deputy or agent." Also if you hav edoubt, you can look it up in an English-Persian dictionary

This "document" where all these terms come from was not written by an English speaking person, or, at least, not by a very literate one.

"assign" as a noun has a specific legal usage, but that is NOT the meaning here.

In Googling "under his assign" I saw numerous cases where the writer means "under his name"...but again, this is not standard English.

Without further context, this is the best we can suggest.

Because it is so bad, it is hysterically funny English for a native speaker. As you read it, you can understand what the writer means, but practically every word is the wrong vocabulary choice.
