They are probably talking about something like electronic bill payment which is pretty much a standard account feature of slmost all US retail checking accounts these days. In the same sense, standing orders would probably be preprogrammed recurring transactions, such as debits and transfers, and those would in fact be automatic.

Debit Order is a paper or electronic document, prepared and signed by the beneficiary, with all payment references.

Debit orders are used to settle accounts for goods and services bought and processed agricultural products, other business and commercial transactions. If the payer does not have enough funds on his/her account to execute the payment, while the beneficiary is an agricultural producer or processor, the bank accepts debit orders and keeps them until they are executed or until the end of the term set by the payer.
