Matthew's unhyphenated answer is, coinciidentally, what the final order in now called in E&W. Previously it was called a garnishee order. But Lord Woolf in his civil justice reforms reckoned garnishee was incomprehensible to most lay people.

Third Party Debt Order Notice
Hello,
This is a notice telling a person that his bank account has been frozen by court order to pay outstanding debts.
The bank is the third party holder of the money (Tiers Détenteur).
The person is never informed that this is going to happen, or else he'd withdraw all his money and hide it.
