It is widely acknowledged that the Netherland puts great importance in its education. It is one of the most universally and highly educated countries worldwide. Its youths are among the most creative and independent thinkers in the world. Also, its population quality is on the leading position worldwide. In 2009, PISA indicated a declining education quality in the Netherland. The following year, a new government was elected. The most urgent challenge the government faced was to improve the education performance with limited resources. The government aimed to be among the top five knowledge driven economies. To reach this goal, the departments made an ambitious plan in 2010. It prioritized advancing language and Math skills, as well as reducing ineffective schools. It also includes some recognized policies from the previous government, such as focusing on teacher specialization, and reduction in the demand-supply gap [1]. Meanwhile, as electronic products and internet have become more prevalent among the population, the Dutch education system starts to develop its informative education through communication Technologies. By 2012, the Netherland is placed No. 7 in knowledge driven economies, which largely thanks to its integration of ICT (Information and Communication technology) education. This article will introduce and discuss the following three aspects: the related policies in balanced Dutch basic education, the balance in Dutch basic education under the “Four Equilibrium Modules”, and the improvement in the effectiveness and efficiency in education using ICT. We will also discuss the inspirations drawn on improving the basic education with ICT in our country.
