Source text - Spanish Hoy en día en Europa y en otros países la crisis se ha llevado por delante la finalización de numerosos edificios en construcción, existiendo también otros simplemente en desuso como fábricas o almacenes abandonados. En muchos casos hay la certeza de que nunca se van a finalizar o darle uso productivo, es este un proceso de declive de algunas ciudades que pierden población y actividad en los últimos años y en los que la oferta de suelo excede la posible demanda, incluso teniendo en cuenta las proyección de necesidades futuras. Esto se considera ya un problema principalmente en los países del Este de Europa, e incluso en Irlanda, el llamado banco malo ha empezado hace ya un par de años la demolición de promociones de viviendas en el condado de Longford, como publicaba The Guardian.
En España la piqueta también amenaza los edificios fantasma. España tiene 800.000 casas sin vender y los expertos sugieren emular a Irlanda y EE UU y derribar aquellas viviendas inacabadas difíciles de colocar (El Pais 29 de octubre 2013). Para ello la unión Europea plantea ya subvenciones a la demolición de viviendas en desuso.
El problema no sólo es el gasto que supone demoler los edificios, para intentar mantener la calidad del barrio y evitar ocupaciones indeseadas que deterioren el mercado de la vivienda en esa zona, sino mantener el precio de las viviendas alrededor mediante procesos de regeneración del paisaje y trasformación de los espacio vacios en parques con un nivel de coste relativamente bajo. Existe otro problema, que es la gestión de estos residuos de construcción y demolición (conocidos como RCD). Antes de la crisis, los RCD se trataban en vertederos especializados, para utilizarlos, aunque en un pequeño porcentaje una vez separadas las distintas fracciones, en la fabricación de cemento o en en otras aplicaciones relacionadas con la construcción. Al hundirse la construcción estos vertederos ya no son negocio y están desapareciendo o presentan problemas financieros. Que vamos a hacer con estos residuos?
En EDAFOTEC tenemos conocimiento y tecnología para aplicar esos residuos “in situ” en la regeneración del paisaje, utilizando además otros residuos orgánicos e inorgánicos, pudiendo llegar a aprovechar en algunos casos hasta el 60% de los residuos de demolición de la propia obra. Esta solución no sólo es más barata en términos monetarios, al reducir los costes de transporte y los costes de la gestión en vertedero, sino que además es medioambientalemente más sostenible al evitar la aportación de tierra vegetal en la restauración del paisaje y reducir el incremento del espacio ocupado por vertederos.
Así ya estamos trabajando con estudios internacionales de arquitectos, paisajistas y economistas, aplicando estas soluciones, en restauración de paisaje o en la creación de nuevos parques y jardines en aquellas zonas donde el paisaje actual se asemeja al de la fotografía del condado de Longford.
Translation - English Nowadays, in Europe and elsewhere, the recession has halted the construction of many buildings leaving them unfinished, as well as others that have simply fallen into disuse, such as factories and warehouses – in many cases never be finished or be used again. This is the process of deterioration of various cities whose populations and activity have dwindled in recent years and in which the supply of land outstrips demand, even when predicted future needs are taken into account. This is predominantly considered to be a problem in Eastern European countries, and even in Ireland. A few years ago, the so-called “evil bank” began demolishing housing developments in Longford county, as reported on by the Guardian.
In Spain, abandoned buildings also face the threat of demolition. Spain has some 800,000 unsold houses and experts have suggested copying Ireland and the US in knocking down all unfinished housing, which is difficult to place (El País – 29th October 2013). For this reason, the European Union is considering subsidising the demolition of these disused buildings.
The problem is not only the cost that demolishing these buildings entails, which is necessary for both the upkeep of the area and to avoid squatting, which can in turn impact the market price of housing in the area, but also maintaining the price of nearby housing though landscape regeneration projects and the transformation of empty spaces into parks at a relatively low cost.
There is also the problem of construction and demolition waste (known as RCD – residuos de construcción y demolición). Before the economic recession, RCD was treated in specialised landfill sites and once separated into its different components, an albeit small percentage was then used in the manufacturing of cement and other construction-related applications. With the collapse of the construction industry, these landfill sites have ceased to generate business and are now disappearing or pose a financial problem. What is to be done with all this waste?
At EDAFOTEC, we posses both the knowledge and the technology to utilise this waste on-site, in the regeneration of the landscape, together with other organic and non-organic wastes – in some cases up to 60% of the waste produced from those very same construction works. This solution is not only more economical, reducing the cost of transport and the management of landfill sites, but is also more sustainable for the environment, bypassing the need to bring in topsoil from elsewhere and reducing the space taken up by landfills.
Our work involves international research conducted by architects, landscapers and economists, applying these solutions in the restoration of the landscape and in the creation of new parks and gardens in those areas where the current landscape resembles the photograph of Longford county.

El Banco asignará a cada titular una serie de claves, personales e intransferibles, consistentes en una clave de acceso (en adelante “PIN”), una clave operativa o código de seguridad (en adelante “CDS”), así como cualquier otra que precisara el Servicio. El PIN será utilizado por el Titular como clave de acceso al Servicio. Para aquellas operaciones en las que así se establezca por motivo de seguridad del Servicio, se requerirá además la identificación adicional del Titular mediante su CDS o cualquier otra que precisara el Servicio. Como medida de seguridad adicional, cuando el Titular realice una comunicación con el Servicio, el Banco podrá solicitar datos personales adicionales para establecer su identidad.
4.2 . Las claves operativas asignadas al Titular (PIN/CDS) se entregarán al Titular en el acto de la contratación siempre que ello se realice en una oficina del Banco. En otro caso, se le comunicarán por medios seguros y con la mayor brevedad posible. El PIN/CDS, podrá ser cambiado por otro elegido libremente por el Titular a través del propio Servicio. El PIN/CDS sustituido quedará anulado como medio de identificación, en el mismo momento en que al Titular se le asigne el nuevo. Asimismo, el Banco podrá en cualquier momento, previa comunicación al Titular, modificar o sustituir las claves personales e incluso modificar sus características definitorias, cuando dicha modificación o sustitución sean convenientes para el buen funcionamiento y la seguridad del Servicio.
4.3. Las partes reconocen y aceptan expresamente que la prestación del consentimiento y la comunicación de órdenes de todo tipo por vía telemática será válida y vinculante para ambas, salvo que otra cosa se establezca en estas condiciones generales, con el sólo requisito de que se haya cumplido el procedimiento de seguridad para el acceso al Servicio establecido en el apartado 4.1 anterior. Las partes reconocen y aceptan expresamente, a todos los efectos, la plena equiparación jurídica a la firma del Titular de la orden telemática, emitida con cumplimiento de los procedimientos de seguridad descritos para el acceso y operativa del Servicio. Este procedimiento servirá también al Titular como su propia firma para validar las comunicaciones bancarias que lo precisen y dar consentimientos contractuales, y se reputarán plenamente vinculantes, cuando legalmente sea posible. Las órdenes emitidas telemáticamente por el Titular y ejecutadas por el Banco gozarán de plenos efectos jurídicos y ello aún cuando no se remita, en su caso, con posterioridad, el documento contractual de la operación ordenada, por lo que el Titular no podrá alegar la falta de firma del referido documento contractual como excusa para el incumplimiento de las obligaciones que haya asumido como consecuencia de su orden. Igualmente, el Cliente acepta como reales y exactas las operaciones, ordenes e importes que tenga registrados el Banco, en relación al uso que realice de este Servicio.
4.4. El cliente conoce y acepta que las órdenes realizadas telefónicamente en días laborables en Madrid (capital), entre el 15 de junio y el 15 de septiembre, de lunes a viernes de 08:00 a 15:00 horas, y del 16 de septiembre al 14 de junio, de lunes a jueves de 08:00 a 18:00 horas y viernes de 08:00 a 15:00 horas– se atenderán por el Banco de manera inmediata, y que las órdenes realizadas por Internet pueden ser atendidas por el Banco dentro del plazo máximo del día hábil siguiente al de la orden, en la ciudad de Madrid, y que, por tanto, no tendrán normalmente eficacia inmediata.

4.3 The parties recognise and expressly accept that consent and communication of all types of orders placed via telematic means shall be valid and binding for both parties, except in the case that an alternative have been agreed upon within the general conditions, with the sole requirement being compliance with the security procedure for access to the SERVICE, as established in paragraph 4.1. The parties recognise and expressly accept, to all intents and purposes, full legal equivalence of the signature of the HOLDER in the telematic order, sent in compliance with the security procedures as described for access and operation of the SERVICE. This procedure will also serve as the HOLDER's signature to approve communications with the bank and provide consent when required. These shall be legally binding when applicable. Orders placed online by the HOLDER and carried out by the BANK shall enjoy full legal effect and similarly even when not sent?? subsequently, the document of the operation ordered by the HOLDER may not claim the lack of a signature on the document referred to as an excuse for non-compliance with the obligations arising from the order.
