Account unbundling

Dissociation comptable

Separation of the accounts of electricity transmission activities from those of generation and distribution. It results from the implementation of the 1996 European Directive. Unbundling will isolate the activities of RTE, on an accounting level, from those of the remainder of the EDF Group. In particular, it requires the establishment of an opening balance sheet, the delimitation of the exact scope of the activities and the dividing up of the debt and equity capital between the two operators. Séparation de la comptabilité des activités de transport, de production et de distribution de l’électricité. Elle résulte de la mise en œuvre de la directive européenne de 1996. Cette dissociation permet notamment d’isoler, au plan comptable, les activités de RTE de celles du reste du groupe EDF. Elle s’est en particulier traduite par l’élaboration d’un bilan d’ouverture, la délimitation du périmètre exact des activités, et la répartition de la dette et des capitaux propres entre les deux opérateurs.

Act 2000-108 of 10 February 2000 on the modernisation and development of the electricity public service introduces into French law the European Directive of 19 December 1996 on the opening of the electricity market. It regulates the opening of the French electricity market and provides for the independence of the TSO (Transmission System Operator) within EDF. The creation of RTE on 1 July 2000 is one of its direct consequences. Over and above the transposition of the Directive, it organises the electricity public service and adapts EDF\'s missions to the new context. Transposition de la Directive européenne du 19 décembre 1996 sur l’ouverture du marché de l’électricité, la loi 2000-108 du 10 février 2000, sur la modernisation et le développement du service public de l’électricité, régule l’ouverture du marché français de l’électricité et prévoit l’indépendance du GRT au sein d’EDF. La création de RTE, le 1er juillet 2000, en est une des conséquences directes. Au-delà de la transposition de la directive, elle organise le service public de l’électricité et adapte les missions d’EDF au nouveau contexte.

DIDEME (Department for Energy Demand and Energy Markets) is a department of the DGEMP, which oversees the smooth running of the finals markets for energy (electricity, gas, oil products, solid fuels). It drafts and implements policy on electricity, ensures that the electricity public service operates correctly, and draws up regulations concerning technical inspections of electrical installations by public bodies. In addition, it oversees EDF’s activities and has jurisdiction to deal with statutory and social problems encountered by electricity and gas companies. La DIDEME est l’une des directions de la DGEMP. Elle veille au bon fonctionnement des marchés finals de l\'énergie (électricité, gaz, produits pétroliers, combustibles solides). Elle élabore et met en oeuvre la politique concernant l\'électricité, veille au bon fonctionnement du service public de l\'électricité, élabore la réglementation relative au contrôle technique de l\'Etat applicables aux ouvrages électrique, assure la tutelle d\'EDF et est compétente pour traiter des problèmes statutaires et sociaux des entreprises électriques et gazières.

The latest “Power Networks and Environment Agreement” contains plans for the implementation of project support programmes, financed by RTE (which pays 10% towards the cost of 400 kV overhead lines and 8% towards the cost of lower voltage overhead lines), and with a possible participation from the local authorities. The PSP covers a set of measures, taken in collaboration with the players concerned, which form part of initiatives aimed at improving the visual integration of structures into the surrounding landscape (aesthetic measures affecting the installation itself, or transfer or removal of other structures). Alternatively, the measures may form part of a sustainable development approach. The PSP is set to replace the provisions introduced by the previous Power Networks and Environment Agreement. Le dernier accord « Réseaux Electriques et Environnement » prévoit a mise en œuvre de programmes d’accompagnement de projets, financés par RTE (à hauteur de 10% du coût des lignes aériennes à 400 kV et de 8% pour les lignes aériennes de tension inférieure), et éventuellement abondé par les collectivités. Le PAP recouvre un ensemble de mesures concertées avec les acteurs locaux concernés, qui relèvent d’actions d’amélioration de l’intégration visuelle des ouvrages dans le paysage (mesures esthétiques sur l’ouvrage, de déplacement ou d’effacement d’autres ouvrages), ou d’actions s’inscrivant dans le développement durable. Le PAP va remplacer les dispositifs prévus dans le précédent accord RE&E.
