Re-installation Studio 2019 - error "rooting element is missing" (xml exception)

Dear all,
The following steps were taken:
Attempt to run Studio 2019 exe
Error message saying that program (installer) was aborted (...) xmlexception Rooting element is missing.
I tried to delete Studio under "Programs" in Windows, same error. (I work on Mac with Parallels)
What can I do?
