Comma (\u2019) converted to three question marks upon creation of sdlxliff file

I have a project with English HTML source files that include the ’ symbol (\u2019). When the translatable (sdlxliff) files are created, each instance of ’ is replaced by three question marks (???).
For example: He’s going... (in the source HTML file) becomes He???s going... (in the SDLXLIFF file)
Can anybody please explain how I can stop Trados Studio 2019 from performing this unwanted conversion?

None of my attempts at tweaking the settings under Project Settings -> File Types -> HTML 5 -> Entities have helped.
