So I've just started going into the technical world of translating, Japanese to English specifically, I would like to know the current rates for translation by source word count and target word count in INR from experienced people so I can get a good idea early on.

There is a tool here at ProZ.com called "community rates", which tells you what the average reported rate is for a given language combination and field (unfortunately there is no breakdown by translator country or client country). For Japanese to English, the average translator starts negotiating at USD 0.12 per word, and the average translator is unwilling to work for less than USD 0.09 per word. I assume this is per target word. That's between INR 6 and INR 8, but you should consider charging in USD for international clients. In fact, you might want to consider charging in USD for Indian clients as well, since Indian agencies are used to paying in USD. That said, Indian agencies tend to want to pay a lot less than the ProZ.com community rate, so don't be surprised to discover Indian agencies offering rates as low as INR 2.50 per word.
