Source text - French « La volonté de favoriser l’innovation de rupture se heurte […] à la frilosité des clients du fait des caractéristiques de l’industrie pétrolière (risque létaux et environnementaux, pertes d’exploitation lors d’incidents) qui se conjugue à la financiarisation du secteur qui n’est pas a priori favorable à une approche de long terme (tout comme l’effondrement du prix du baril).
Ensuite, la pluralité des missions des ressources de R&D et la localisation pour certaines d’entre elles au sein de sites de fabrication semblent provoquer une certaine cannibalisation des activités de R&D par les activités de soutien au projet et de support aux usines. La structuration en Business Unit favorise également la logique projet qui a tendance à imprégner les processus et les priorités de l’entreprise. La logique légitime de performance à court terme pousse à l’optimisation de solutions existantes plutôt qu’à l’innovation de rupture. Cette situation n’est pas compensée par le repérage et l’animation de réseaux d’expertise qui semblent actuellement ne pas véritablement fonctionner et devoir être adaptés.
Pour autant, et ceci est surprenant, la cannibalisation des ressources d’ingénierie R&D au profit de l’activité de soutien projet et de support usine ne se conjugue pas à l’expression d’un manque de ressources humaines ou financières pour innover. Il s’agirait donc dans l’absolu moins d’une pénurie de ressources que d’une incapacité de l’organisation à mobiliser les ressources existantes sur des projets d’innovations de rupture »

‘A willingness to encourage ground-breaking innovation is in direct contradiction with the lack of enthusiasm of clients due to the characteristics of the oil industry (mortality and environmental risks, loss of production during incidents) combined with the financializing of the sector which is not a priori in favour of a long term approach (the collapse in the price per barrel).
Then, the range of tasks drawing on R&D resources, and the location of some of some them on production sites, appear to provoke a certain absorption of R&D activities to project support activities in the facilities. The Business Unit structure also favours a project mentality which has a tendency to impregnate the processes and priorities of the company. The legitimate need for short term performance gains leans towards reliance on the optimisation of existing solutions rather than ground-breaking innovation. This situation is not balanced by the identification and active use of expert networks, which at present do not appear to work, and need to be modified.
In addition, and this is surprising, the diversion of R&D engineering resources into project and facility support functions does not tally with the expressed lack of human resources and finance for innovation. It is caused, in fact, not by a lack of resources, but from a failure by the organisation to use existing resources on ground-breaking innovation projects’.

La présence terrain est un objectif majeur car il permet de répondre à XXXX et demande un changement de posture managériale du manager qui doit se présenter sur le terrain avec un esprit de découverte et d’empathie au lieu d’un rôle de contrôleur et de censeur.
La démarche terrain permet aux différents managers de :
• rappeler sur le terrain les exigences, les faire respecter et être exemplaire, montrer les standards attendus, partager les exigences et leurs évolutions, comprendre les difficultés à les appliquer, les faire progresser notamment avec la contribution des agents.
• exercer sa responsabilité de manager en évaluant l’efficacité de l’organisation afin que les conditions nécessaires soient réunies pour bien faire le travail. La présence terrain, c’est une occasion pour le manager de mesurer son leadership, l’efficacité de l’organisation qu’il a définie, mais aussi de savoir si les conditions de réalisation des activités sont optimales. Il utilisera également la Visite Terrain pour accompagner ses managers de niveau hiérarchique inférieur lors de coachings.
• animer les équipes (XXXX et Prestataires) pour confronter les points de vue manager/managé et provoquer l’engagement : sur la base des constats faits sur le terrain et des échanges entre les managers, la confrontation systématique des points de vue avec le terrain a pour but de générer de l’adhésion et permettre à chaque agent d’être un acteur responsable contribuant à la performance.
• Animer les collectifs de Direction à partir des constats pour définir les priorités d’actions et l’accompagnement des équipes et des individus. La prise de recul des collectifs de Direction et la confrontation des points de vue sur la base de faits et de constats concernant les compétences, les organisations, permettent, après analyse, de comprendre la raison des écarts et de mener les actions correctrices de fond. Par exemple : décider d’action collective de régulation ou de formation, juger de la robustesse des lignes de défense organisationnelles ou techniques, prioriser les actions et expliquer les choix.
Afin d’être efficace, le manager se prépare et cible d’une part, ses observations en fonction des priorités du site et de son équipe. D’autre part, il doit connaître les exigences et les référentiels associés aux domaines d’observations choisis. La Visite Terrain est alors composée par :
• Une partie commune à tous les managers du site.
• Une partie variable en fonction du service, du métier, de l’activité.
• Une partie évolutive en fonction de l’actualité et/ou de l’exploitation et l’analyse des Constats des Visites Terrain.
Quel que soit le thème de la visite, le manager doit avoir systématiquement en mémoire un noyau dur d’exigences simples (nationales et locales), incontournables et applicables sur tout le site, dont le non respect doit être systématiquement traité/évoqué lors de la restitution des observations. On retrouve parmi ces exigences la mise en œuvre des pratiques de fiabilisation, les conditions de sécurité/radioprotection et des règles de base dans le domaine de l’incendie ou de l’état des installations.

Management in the field is a major objective as it provides the means to meet the an open mind and a spirit of discovery and empathy as opposed to his role as controller and censor.
The field management initiative allows the different managers to:
• Remind workers in the field of management expectations, ensure they are met and lead by example by demonstrating the standards required, sharing expectations and their evolution, understanding the difficulties encountered in applying them, progress them with contributions from the workforce.
• Exercise his responsibility as manager through assessment of the effectiveness of the organisation so that the necessary working conditions are in place for the work to be done well. During his presence in the field, the manager has the opportunity to assess his leadership, the effectiveness of the organisation which he has defined, as well as to ensure that the working conditions are optimal. He can also use the reports of observations in the field as a basis for mentoring and coaching his direct reports.
• Communicate with the teams (XXXX and contractors) to discuss management opinions and to get the buy-in from the workforce: on the basis of in the field observation reports and management exchanges, the continuous discussion between management and workers in the field is intended to generate team work and to enable each worker to be a responsible contributor to overall performance.
• Communicate with senior management teams based on the field observation reports in order to define priority actions and coach teams and individuals. The overview provided by the senior management teams, together with the exchanges regarding the feedback from observation reports, skills levels and organisational issues, enables, following analysis, a clear understanding of the key reasons for gaps and a base for defining corrective actions to solve them. For example, defining collective action or training, judging the robustness of the organisational or technical lines of defence, prioritising the actions and explaining the reasons.
In order to be effective, the manager prepares and targets his observations according to the priorities identified at site level and in his team. He is also required to know the expectations and reference material associated with the areas of observation selected. The observation in the field is made up of:
• One core element, for all site managers.
• One variable element based on the function, the department, the trade or the activity.
• One element which evolves according to current conditions, and / or production and the analysis of previous observation reports.
Whatever the theme of the observation, the manager must systematically have memorised the core expectations (national and local) which are absolute and applicable on the site, where non-adherence must be systematically dealt with / mentioned during the observation review. Included in these expectations are the application of human performance tools, conditions for nuclear safety / radioprotection, and the basic rules on fire and plant status.

Quand les Alliés prennent pied sur les plages de Normandie le matin du 6 juin 1944, ils savent qu’il leur faudra rapidement s’emparer d’un port pour y débarquer leur matériel en toute sécurité. Ce port, ce sera Cherbourg, que les Américains délivrent le 26 juin après avoir remonté tout le Cotentin.
Le port est en ruines, mais les Américains n’en ont cure: trois semaines après la libération, les premiers liberty-ships commencent à décharger leurs cargaisons dans la rade. Rendu de nouveau opérationnel à la vitesse grand V, le port de Cherbourg va monter en puissance pendant tout l’automne 1944, devenant l’espace de quelques semaines le premier port du monde. Et constituant par là-même un maillon essentiel de la logistique et de la victoire alliée.
Ici à Cherbourg, on sait tout ça, et on en est fiers. Mais passées les limites du département, beaucoup ignorent cette histoire. C’est pour cette raison qu’à l’occasion du 70ème anniversaire du Débarquement de Normandie, XXXX a voulu éditer ce hors-série consacré à l’histoire du port de Cherbourg en 1944-1945. Photos, textes, documents d’époque, témoignages: voilà de quoi lire et regarder, voici de quoi apprendre et comprendre pour que l’histoire ne s’efface pas.
Embarquement immédiat !
A partir du début août 1944, les Alliés utilisent le port de Cherbourg pour y embarquer leurs blessés à destination de l’Angleterre. Arrivés par trains sanitaires directement jusqu’à la gare maritime, ceux-ci sont ensuite précautionneusement emmenés à bord par des prisonniers de guerre allemands (reconnaissables à la grande inscription barrant le dos de leurs blousons: PW pour Prisoner of War). Au comptage, des G.I’s noirs: encore une tâche subalterne qu’on leur confie...
Au total, ce sont plus de 148 000 blessés qui passeront par le port de Cherbourg jusqu’à la fin de la guerre et même après: cette photo a été prise le 22 mai 1945, lors de l’escale du navire-hôpital Acacia.
Translation - English So that history doesn’t fade
When the Allied Forces set foot on the Normandy beaches on the morning of 6th June 1944, they knew that they urgently needed to seize control of a port so that they could unload their equipment in complete safety. That port was to be Cherbourg, which the Americans retook on 26th June, having advanced through the whole of the Cotentin. The port was in ruins, but that didn’t worry the Americans: three weeks after the liberation, the first Liberty Ships started to unload their cargos in the harbour. Rendered operational at full speed, the port of Cherbourg was to become increasingly powerful throughout the autumn of 1944, becoming the busiest port in the world within a matter of weeks and thereby a vital logistical part of the allied victory.
Here in Cherbourg, we are aware of all that, and proud of it. However, beyond the boundaries of the Department of La Manche, a lot of people are not aware of this part of our history. That is why, on the occasion of this 70th anniversary of the Normandy Landings, XXXX wanted to publish a special supplement dedicated to the story of Cherbourg between 1944 and 1945. Photos, texts, documents from the time, witness accounts: these enable us all to learn and understand something new, so that history doesn’t fade.
Immediate Embarkation!
From the beginning of August 1944, the Allied Forces used the port of Cherbourg to send wounded servicemen to England. Once they arrived on medical trains, which took them directly into the port terminal, they were carefully lifted aboard by German prisoners of war (easily recognisable by the large inscription emblazoned across the back of their jackets: PW for Prisoner of War). Overseeing this activity were the African American GIs: yet another menial task with which they were entrusted …
In total, more than 148,000 wounded servicemen were to pass through the port of Cherbourg by the end of the war, and afterwards: this photo was taken on 22nd May 1945, during the Hospital Ship Acacia stopover.
