What do organizations use conflict management for?
For any organization to be effective and efficient in achieving its goals, the people in the organization need to have a shared vision of what they are striving to achieve, as well as clear objectives for each team / department and individual. You also need ways of recognizing and resolving conflict amongst people, so that conflict does not become so serious that co-operation is impossible. All members of any organization need to have ways of keeping conflict to a minimum - and of solving problems caused by conflict, before conflict becomes a major obstacle to your work. This could happen to any organization, whether it is an NGO, a CBO, a political party, a business or a government.
Conflict management is the process of planning to avoid conflict where possible and organizing to resolve conflict where it does happen, as rapidly and smoothly as possible.
Important things to know about "conflict" and "conflict management":
The differences between "competition" and "conflict"
"Competition" usually brings out the best in people, as they strive to be top in their field, whether in sport, community affairs, politics or work. In fact, fair and friendly competition often leads to new sporting achievements, scientific inventions or outstanding effort in solving a community problem. When competition becomes unfriendly or bitter, though, conflict can begin - and this can bring out the worst in people.
Common causes of conflict
Causes or sources of organizational conflict can be many and varied. The most common causes are the following:
-Scarcity of resources (finance, equipment, facilities, etc)
-Different attitudes, values or perceptions
-Disagreements about needs, goals, priorities and interests
-Poor communication
-Poor or inadequate organizational structure
-Lack of teamwork
-Lack of clarity in roles and responsibilities
Conflict between individual
People have differing styles of communication, ambitions, political or religious views and different cultural backgrounds. In our diverse society, the possibility of these differences leading to conflict between individuals is always there, and we must be alert to preventing and resolving situations where conflict arises.
Conflict between groups of people
Whenever people form groups, they tend to emphasize the things that make their group "better than" or "different from" other groups. This happens in the fields of sport, culture, religion and the workplace and can sometimes change from healthy competition to destructive conflict.
Conflict within a group of people
Even within one organization or team, conflict can arise from the individual differences or ambitions mentioned earlier; or from rivalry between sub-groups or factions. All leaders and members of the organization need to be alert to group dynamics that can spill over into conflict.
How to identify signs and stages of conflict
"Disputes of right" and "disputes of interest"
Especially in the workplace, two main types of disputes have been noted (although these two types may also happen in other situations). These are:
"Disputes of right", where people or groups are entitled by law, by contract, by previous agreement or by established practice to certain rights. Disputes of right will focus on conflict issues such as employment contracts, legally enforceable matters or unilateral changes in accepted or customary practices. A dispute of rights is, therefore, usually settled by legal decision or arbitration and not by negotiation.
"Disputes of interest", where the conflict may be a matter of opinion, such as where a person or group is entitled to some resources or privileges (such as access to property, better working conditions, etc). Because there is no established law or right, a dispute of interest will usually be solved through collective bargaining or negotiation.
Stages of conflict
The handling of conflict requires awareness of its various developmental stages. If leaders in the situation can identify the conflict issue and how far it has developed, they can sometimes solve it before it becomes much more serious. Typical stages include:
Where potential for conflict exists - in other words where people recognize that lack of resources, diversity of language or culture may possible result in conflict if people are not sensitive to the diversity.
Latent conflict where a competitive situation could easily spill over into conflict - e.g. at a political rally or in the workplace where there are obvious differences between groups of people.
Open conflict - which can be triggered by an incident and suddenly become real conflict.
Aftermath conflict - the situation where a particular problem may have been resolved but the potential for conflict still exists. In fact the potential may be even greater than before, if one person or group perceives itself as being involved in a win-loose situation.
Signs of conflict between individuals
In the organization leaders and members should be alert to signs of conflict between colleagues, so that they can be proactive in reducing or resolving the conflict by getting to the root of the issue. Typical signs may include:
-Colleagues not speaking to each other or ignoring each other
-Contradicting and bad-mouthing one another
Deliberately undermining or not co-operating with each other, to the downfall of the team
Signs of conflict between groups of people
Similarly, leaders and members can identify latent conflict between groups of people in the organization or the community and plan action before the conflict becomes open and destructive:
Cliques or factions meeting to discuss issues separately, when they affect the whole organization
One group being left out of organizing an event which should include everybody. Groups using threatening slogans or symbols to show that their group is right and the others are wrong.
How to build teamwork and co-operation (…and so minimize the possibility of conflict)
Teamwork and co-operation are essential in an organization which aims to be effective and efficient, and not likely to be divided by conflicting factions. The best teamwork usually comes from having a shared vision or goal, so that leaders and members are all committed to the same objectives and understand their roles in achieving those objectives. Important behaviors in achieving teamwork and minimizing potential conflict include a commitment by team members to:
Share information by keeping people in the group up-to-date with current issues
Express positive expectations about each other
Empower each other - publicly crediting colleagues who have performed well and encouraging each other to achieve results
Team-build - by promoting good morale and protecting the group's reputation with outsiders
Resolve potential conflict - by bringing differences of opinion into the open and facilitating resolution of conflicts.
Conflict management refers to the long-term management of intractable conflicts. It is the label for the variety of ways by which people handle grievances—standing up for what they consider to be right and against what they consider to be wrong. Those ways include such diverse phenomena as gossip, ridicule, lynching, terrorism, warfare, feuding, genocide, law, mediation, and avoidance. Which forms of conflict management will be used in any given situation can be somewhat predicted and explained by the social structure—or social geometry—of the case.
Conflict management is often considered to be distinct from conflict resolution. In order for actual conflict to occur, there should be an expression of exclusive patterns, and tell why the conflict was expressed the way it was. Conflict is not just about simple inaptness, but is often connected to a previous issue. The latter refers to resolving the dispute to the approval of one or both parties, whereas the former concerns an ongoing process that may never have a resolution. Neither is it considered the same as conflict transformation, which seeks to reframe the positions of the conflict parties.
Counseling
When personal conflict leads to frustration and loss of efficiency, counseling may prove to be a helpful antidote. Although few organizations can afford the luxury of having professional counselors on the staff, given some training, managers may be able to perform this function. Nondirective counseling, or "listening with understanding", is little more than being a good listener—something every manager should be.
Sometimes the simple process of being able to vent one's feelings—that is, to express them to a concerned and understanding listener, is enough to relieve frustration and make it possible for the frustrated individual to advance to a problem-solving frame of mind, better able to cope with a personal difficulty that is affecting his work adversely. The nondirective approach is one effective way for managers to deal with frustrated subordinates and co-workers.
There is other more direct and more diagnostic ways that might be used in appropriate circumstances. The great strength of the nondirective approach, however, lies in its simplicity, its effectiveness, and the fact that it deliberately avoids the manager-counselor's diagnosing and interpreting emotional problems, which would call for special psychological training. No one has ever been harmed by being listened to sympathetically and understandingly. On the contrary, this approach has helped many people to cope with problems that were interfering with their effectiveness on the job.

¿Para qué utilizan la administración de conflictos los organismos públicos?
Para que cualquier organización sea efectiva y eficiente en el alcance de sus objetivos, las personas de esa organización deben tener una visión compartida de aquello que se esfuerzan por conseguir, así como objetivos claros para cada equipo/departamento e individuo. También se necesitan maneras de reconocer y resolver conflictos entre los individuos, de modo de que el conflicto no llegue a ser tan serio como para impedir la cooperación. Todos los miembros de cualquier organización necesitan tener maneras de mantener los conflictos en un mínimo – y para resolver los problemas ocasionados por el conflicto, antes de que éste se convierta en un obstáculo importante para trabajar. Esto podría pasarle a cualquier organización, ya sea una ONG, una OPP (Oficina Presupuestaria del Parlamento), un partido político, una empresa o un gobierno.
La administración de conflictos es el proceso de planificación para evitar los conflictos en la medida de lo posible y de organización para resolver los conflictos en donde ocurran, tan rápida y fluidamente como sea posible.
Elementos importantes que se deben saber acerca de “conflicto” y "administración de los conflictos”:
Las diferencias entre “competencia” y “conflicto”
La “competencia” normalmente saca lo mejor de los individuos, dado que ellos se esfuerzan por ser los mejores en su área, ya sea en deportes, asuntos comunitarios, políticos o en el trabajo. De hecho, la competencia justa y amistosa a menudo tiene como resultado nuevos logros deportivos, invenciones científicas o trabajos destacados que resuelven un problema en la comunidad. Sin embargo, cuando la competencia se vuelve hostil o implacable, puede iniciarse el conflicto - y éste puede hacer aflorar lo peor de las personas.

Conflicto entre individuos
Los individuos tienen diferentes estilos de comunicación, ambiciones, puntos de vista políticos o religiosos y diferentes bagajes culturales. En nuestra sociedad diversa, la posibilidad de que estas diferencias provoquen conflictos está siempre presente, y debemos estar alerta para impedir y resolver situaciones donde el conflicto se presente.
Conflicto entre grupos de individuos
Cada vez que los individuos forman grupos, tienden a poner énfasis en los aspectos que hacen a su grupo “mejor que” o “diferente a” otros grupos. Esto ocurre en los campos del deporte, de la cultura, de la religión y el lugar de trabajo puede a veces cambiar de ser terreno de sana competencia para pasar a ser uno de conflicto destructivo.
Conflicto dentro de un grupo de individuos
Aun dentro de una organización o equipo, el conflicto puede originarse en las diferencias individuales o en las ambiciones mencionadas más arriba; o de la rivalidad entre subgrupos o facciones. Todos los líderes y miembros de la organización deben estar alerta a las dinámicas del grupo que pueden derivar en conflicto.
Cómo identificar las señales y estadios de un conflicto
“Disputas de derechos” y “disputas de intereses”
En especial en el lugar de trabajo, se han detectado dos tipos principales de disputas (aunque esos dos tipos pueden también ocurrir en otras situaciones.) Estas son:
“Disputas sobre derechos”, en las que a individuos o grupos se les otorgan determinados derechos por ley, por contrato, por acuerdo previo o por prácticas establecidas. Las disputas de derechos se centrarán en asuntos conflictivos tales como contratos de trabajo, obligatorios por ley o en cambios unilaterales en prácticas aceptadas o consuetudinarias. Una disputa sobre derechos es, por lo tanto, normalmente zanjada mediante una decisión legal o mediante arbitraje y no a través de una negociación.
“Disputas sobre intereses”, donde el conflicto puede ser materia opinable, como cuando una persona o grupo tiene derechos sobre ciertos recursos o privilegios (tales como el acceso a la propiedad, mejores condiciones de trabajo, etc.) Dado que no hay una ley o un derecho establecido, la disputa sobre intereses será resuelta a través del regateo o negociación colectiva.
Etapas del conflicto
La administración de los conflictos requiere que uno sea consciente de sus diversas etapas de desarrollo. Que exista la potencialidad para el conflicto – en otras palabras, cuando los individuos reconocen que la carencia de recursos, la diversidad de idiomas o culturas, puede ocasionar un conflicto si los individuos no son sensibles a la diversidad.
El conflicto está latente cuando una situación de competencia puede derivar fácilmente en un conflicto – p.ej. en un mitin político o en el lugar de trabajo, cuando hay obvias diferencias entre grupos de individuos.
Conflicto abierto – que puede activarse a causa de un incidente y transformarse de pronto en un conflicto real.
Conflicto resultante – es la situación en la cual un problema en particular puede haberse resuelto pero el potencial para el conflicto todavía existe. De hecho, el potencial podría ser aún mayor que antes, si un individuo o grupo se percibe a sí mismo como involucrado en una situación ganar-perder.
Señales de conflicto entre individuos
Los líderes y miembros de la organización deberían estar alerta a las señales de conflicto entre colegas, de manera de que puedan ser proactivos para reducir o resolver el conflicto llegando a las raíces del mismo. Las señales típicas pueden incluir:
-Colegas que no se hablan o se ignoran
-Contradicción y difamación entre ellos
-Debilitar deliberadamente la autoridad o no cooperar con el otro, provocando la destrucción del grupo.
Señales de conflicto entre grupos de individuos

Cómo construir trabajo en equipo y cooperación (…y así minimizar la posibilidad de conflicto)
El trabajo en equipo y la cooperación son esenciales en una organización cuyo objetivo es ser efectiva y eficiente, y no tener facciones en conflicto. El mejor trabajo en equipo normalmente es consecuencia de tener una visión o un objetivo, de modo que los líderes y miembros estén todos comprometidos con los mismos objetivos y entiendan sus roles para alcanzar esos objetivos. Las conductas clave para lograr un trabajo en equipo y minimizar conflictos potenciales incluyen un compromiso de los miembros del equipo a:
Compartir la información, manteniendo a los miembros del grupo al corriente de las novedades.
Expresar expectativas positivas mutuas

La administración de los conflictos se refiere al manejo a largo plazo de conflictos intrincados. Es la etiqueta para la variedad de maneras con las que los individuos manejan los reclamos—apoyando lo que consideran que es correcto y oponiéndose a lo que consideran incorrecto. Esas maneras incluyen fenómenos tan diversos como el chisme, la ridiculización, el linchamiento, el terrorismo, el conflicto armado, las contiendas, el genocidio, la ley, la mediación y la evasión. Cuáles formas de administración del conflicto serán utilizadas en una situación determinada pueden ser de alguna manera predichas y explicadas por la estructura social —o la geometría social—de ese caso.
La administración de conflictos es a menudo considerada como diferente a la resolución de conflictos. Para que un conflicto real ocurra, debería haber una descripción de sus características, decir por qué el conflicto fue catalogado de la manera que lo fue. El conflicto no se trata solo de simple adaptación, sino que está a menudo vinculada a un asunto previo. Terapia
Cuando un conflicto personal se encamina a la frustración y a la pérdida de eficiencia, la terapia podría ser un antídoto útil. Aunque pocas organizaciones pueden darse el lujo de contar con terapeutas profesionales en su plantilla, los gerentes pueden desempeñar esta función si se les proporciona algo de entrenamiento. La terapia no dirigida, o “escuchar con comprensión”, es algo más que ser un buen oyente—algo que todos los gerentes deberían ser.
A veces, el simple proceso de poder expresar los sentimientos—esto es, expresarlos a un oyente preocupado y comprensivo, es suficiente para aliviar la frustración y posibilitar que el individuo frustrado avance hacia una estructura mental capaz de solucionar el problema, más capacitado para manejar la dificultad personal que está afectando su trabajo de manera negativa, El enfoque no dirigido es una manera efectiva de que disponen los gerentes para lidiar con subordinados y colegas frustrados.
Hay otras maneras más directas y otros diagnósticos que podrían ser utilizadas en circunstancias apropiadas. La gran fortaleza del enfoque no dirigido, sin embargo, radica en su simplicidad, su efectividad, y en el hecho de que evita deliberadamente el diagnóstico e interpretación de los problemas emocionales por parte del gerente-consejero, ya que los mismos podrían requerir de entrenamiento sicológico especial.
