Thanks for reassuring me that this might have been rephrased. I have run across many instances where "valoir ce que de droit" means something besides what it "actually" means, and this is not limited to Haitian French!
It looks like it actually should have been the phrase: pour servir à telle fin que de raison/pour valoir ce que de raison, that is, "be used as may be thought proper." [Found all of this in Termium]
