in the absence of Explanation: I think "in the absence of" would be ok here, as it means that they are signing in the absence of the other party. As regards who is absent, I'm guessing it's the Directrice de l'enseignement, but am not 100% sure myself. |

ProZ Com translators, but gets around the absent v. non-absent, but indisposed i.e. in a meeting etc. problem. par empêchement through incapacity Explanation: Literally, it means "through incapacity", but perhaps a more natural way to put translate the expression in your context would be "the acting Head of Higher Education". Otherwise, you'd have to say something like "the Head of Higher Education through incapacity of the title holder".
