Can anyone help with a translation of this phrase? In the following, taken from the "World Development Report" 2009 of the World Bank:

fail to territorially correlate with
Explication :
He then calls for priority investment in infrastructure and greater integration into world markets for countries along the Gulf of Guinea, and for assistance in education, health and other social infrastructure in landlocked Sahelian countries. This approach nonetheless appears controversial given that it may be possible to identify relatively advanced areas from the economic point of view, which however often ***fail to territorially correlate with*** countries (nation-states).

seldom coincide with geographical entities

Explication :
I understand that the distribution of areas identified according to their levels of economic development doesn't coincide with the distribution of areas according to geographical criteria. It means an economic map and a geographical map of the whole region concerned would only partially overlap.
