Thank you also to Mr. Shearzad for his detailed explanation. However, from the details given for my question, the divorce judgment comes from NJ in the US. And unlike in England, it appears that-according to the document- the family unit/division is part of the Chancery division and deals with divorce whereas the Chancery division of the English court system does not deal with family issues.

The fact is that Chancery Division or Court of Chancery in some US states deals with equity issues related to family, business, contracts and etc. In other words it is a Court of Equity.
Whether it is UK or USA, the court deals with equity issues and therefore, it is not only about family matters. In the phrase < Chancery Division-Family part> it clearly shows that this court has other internal parts (as you may call it) in addition to the Family part.

The Chancery Divisionion is a part of the Superior Court. Chancery courts evolved from the jurisdiction of the Lord Chancellor to rule on certain issues on behalf of the king.
English common law does not recognize "mahkama al'shar'eeyat" and it is clear from the very brief context the subject relates to English common law rather than Islamic jurisprudence.
