Tactics - Tactical Unit

I think this is about Tactical Unit or Directorate. According to this interview there is this unit in Baghdad Police for example: مديرية الحركات والعمليات

So, it cannot be Operations here. Then it explains: أما قسم الحركات فيتألف من شعبة العمليات وشعبة الخطط
Therefore, this division consists of Operations and Planning.
I found other links where they do have units for transportation and supplies (التموين والنقل), that is, Logistics. Others do have دوريات Patrols.
The only possible meaning that remains then is the direct meaning Tactics. Note that in Iraq they have such unit (شعبة الحركة، مديرية الحركات) in Police, Army and Air Force. I thought first of Despatches/Dispatches Unit but since they do have the same structure in Air Force too then I would most likely use Tactics.
Therefore, the مديرية الحركات والعمليات which appears in the newspaper link would be something like Tactics and Operations Directorate.
